Background:
In March 2020, the City Council approved a three-year contract with e-Plan Soft, an electronic plan review software firm, to provide software that allows the City to process all plans for permits electronically in a streamlined and expedited manner. This software ultimately has proved beneficial by increasing department efficiencies. On April 4, 2023 Council approved Contract Amendment No. 1 to increase the compensation by $65,000 and to extend the contract which provided for an additional one-year through June 30, 2024 (Staff Report No. 23-129).

Recognizing that better permitting software would improve efficiencies and customer service, in December 2022, the City Council approved a contract with Accela that will allow the department to integrate all components of permitting, plan review, and inspection requests. The implementation of Accela is currently underway and is expected to go-live in April 2024. However, until Accela is operational in April 2024, the City is in need of continuing with its current electronic permit software provider, e-PlanSoft. Further, because of projects submitted in e-PlanSoft prior to the go-live date with Accela there will need to be at least 90-days of utilizing both softwares.
