Background:
Composition and Purpose of the Committee:
The Committee was established to monitor the expenditures of revenue collected pursuant to the "1/2-Cent Transactions and Use Tax for the Improvement of Gang and Drug Prevention, 911 Emergency, and Public Safety" measure (the "Measure"), approved by Manteca voters in November 2006. The Committee is organized as a citizens' group which consists of five members from the community. The role of the committee is to review expenditures of revenue collected pursuant to the Measure only to determine whether such funds were expended for the purposes specified in the then-current Public Safety Measure Police and Fire Expenditure Plan. The Committee is to issue a report on its findings to the City Council and public at least annually. Committee members may also review the annual financial or performance audits of funds collected pursuant to the Measure and performed by an independent auditor, if any.

The Committee is not charged with decision-making on spending priorities, schedules, project details, funding source decisions (e.g., leveraged funds, developer fees, grants, etc.), financing plans or tax rate assumptions. The Oversight Committee may review such matters affecting the Measure, but shall serve in an advisory-only role to the City Council.

Number of Vacancies and Recruitment Process:
There are currently two vacancies on the Committee due to expired terms which occured in February 2024. Appointments to this committee are made by the City Council.
