Discuss and appoint two alternate members to the Climate Action Plan Advisory Committee (CAPAC).

Background:
On May 16, 2023, the City Council appointed five members to the Climate Action Plan Advisory Committee (CAPAC). The CAPAC is an Ad-Hoc committee established by the City Council to update the Climate Action Plan Update. CAPAC serves as one of the primary channels for the community to provide input and make recommendations on the Climate Action Plan Update. Participation by members appointed to CAPAC is temporary, as CAPAC will only be formed for the duration of time needed to compile the necessary input for the completion and adoption of the Climate Action Plan. Recommendations made by this committee will be presented to the Planning Commission and City Council for approval.
Given the voluntary nature of this committee, there has been some issue with securing a quorum for the necessary meetings. As such, staff is requesting the appointment of two alternates to the CAPAC to ensure quorum at any remaining CAPAC meetings.
Staff has been in contact with Mary Kenefick and Phyllis McDonald about serving on the committee as alternate members. Staff recommends the appoint of Mary Kenefick and Phyllis McDonald to serve as the alternate members for the CAPAC.

There is no fiscal impact with this action.
