Background:
The City of Manteca Engineering Department (Engineering) is planning to apply for transportation grant opportunities to improve safety and existing infrastructure within the City of Manteca. Engineering has reviewed a list of available grants and determined that the City would be competitive in the following upcoming grant opportunities:
1. Safe Streets and Roads For All (SS4A)
2. Highway Safety Improvement Program (HSIP)
3. Caltrans Active Transportation Program (ATP)

Engineering issued a Request for Proposal (RFP) on February 13, 2024, to invite qualified firms to provide proposals for on-call grant research, writing, and management services.

The City responded to all questions received on February 26, 2024, and February 29, 2024. The RFP closed on March 11, 2024.

The City received proposals from the following firms:
* APTIM Environmental & Infrastructure, LLC
* BKF Engineers
* DeHart Consulting Group, LLC
* Engineering Solutions Services
* Evan Brooks Associates, Inc.
* Kimley-Horn and Associates, Inc.
* Mark Thomas & Company, Inc.
* R.E.Y Engineers, Inc.
