Background:
On July 21, 2015, the City Council approved the Tentative Map for the Villa Ticino West subdivision which anticipates subdividing approximately 229 acres of land into 760 residential lots, a 12.40 acre High Density Residential parcel, a 19.17 acre Neighborhood Commercial parcel, a 1.01 acre Public/Quasi-Public parcel, and 13.99 acres for two parks. The Unit 4 Final Map proposes to create 84 residential lots on 15.88 acres, 1 landscape lot on 0.02 acres, and dedicate an additional 6.18 acres of right-of-way (22.06 acres total). The Unit 8 Final Map proposes to create 88 residential lots on 15.50 acres and dedicate an additional 4.67 acres of right-of-way (20.17 acres total).

In accordance with the Manteca Municipal Code (MMC) section 16.13.060, a subdivider may request approval from the City Council to start improvement work related to a subdivision prior to the approval and recordation of the Final Map.

Edward Cornejo with Meritage Homes, developer of Villa Ticino West Units 4 and 8, submitted a written request to begin work on the subdivision prior to recordation of the Final Map.

No improvement work shall occur and no permit shall be issued for any improvement work on any land in a subdivision or on any improvement for a subdivision prior to approval and recordation of the Final Map unless all conditions of the MMC Chapter 16.13.060 B1 through B4, noted below, have been met:
