Background:
The City Council previously authorized the WQCF Alternative Energy Development Project (CIP 12013) to plan, design, and construct alternative energy projects to reduce energy costs. Photovoltaic solar systems and/or co-generation systems were identified as having the potential to supply the WQCF's electricity needs at significantly lower costs than primary utility power.
On December 7, 2018, City Council authorized staff to advertise requests for proposal for design-build of the WQCF Alternative Energy Development - Solar Field Project.
On January 14, 2019, a total of five proposals were received for this project. Proposals were ranked based on five mandatory criteria (price, technical design and construction expertise, life cycle costs, skilled labor force availability and safety record). Additionally, project design, schedule and management planning were evaluated as additional critical criteria for the project. Through this selection process, Borrego's proposal was determined to be the best value for this project.
On February 19, 2019, City Council awarded a design-build contract on a "best value" basis to Borrego Solar Systems, Inc. for an amount not to exceed $2.06 per kWp and $5,533,019. A contract was executed for an amount of $4,796,087 for a Photovoltaic solar field producing 2.5 MW of power, designed to expandable up to about 5 MW in the future.
